Biographical Profile

Dr. Ronald P. Corbett, Jr. was appointed Acting Commissioner of Massachusetts Probation in January, 2011 and retired in 2013.

Dr. Corbett served as the Executive Director of the Massachusetts Supreme Judicial Court from 2000 to January, 2011. Prior to his appointment to the Supreme Judicial Court, he served as the Second Deputy Commissioner of the Massachusetts Probation Service, having previously worked as a Probation Officer, Assistant Chief Probation Officer, Regional Director, and as Director of Training & Development. He is Past-President of the National Association of Probation Executives (NAPE).

Dr. Corbett is a graduate of Harvard University (B.A.), Northeastern University (M.S.) and the University of Massachusetts (Ed.D.). He has taught on a part-time basis since 1979 and currently serves as Adjunct Professor at the University of Mass./Lowell, teaching in the graduate program.

Dr. Corbett has published widely, including articles in Federal Probation, Corrections Today, and Justice Quarterly. His publications include Transforming Probation Through Leadership: The “Broken Windows” Model, published by the Manhattan Institute. He served for several years as Editor of Perspectives, the journal of the American Probation and Parole Association (APPA), and Co-editor of the “Up to Speed” column in Federal Probation.

Dr. Corbett has been the recipient of the American Probation and Parole Association’s Sam Houston State University Award (1990) recognizing publications by a practitioner, the William Haskell Memorial Distinguished Teaching Award (1990) from the University of Massachusetts/Lowell, the Manson-Robinson Award (1994) of the New England Council on Crime and Delinquency for contributions to criminal justice, and the Probation Executive of the Year Award (1997) from the National Association of Probation Executives (NAPE).

Mr. Jah Fahnbulleh was born and raised in Robertsport, Grand Cape Mount County. He holds a Bachelor of Science degree in Chemistry from Cuttington University in Liberia and another in Chemical Engineering from Howard University in Washington, DC. He is employed with the United States Customs and Border Protection as a Systems Engineer.
Mr. Fahnbulleh has worked with several charity and church organizations in the US and Liberia. He served as President of the Maryland Metro Chapter of the National Association of Cape Mountainians in the Americas (NACA). He worked with church leaders in Liberia and the US to facilitate training for local pastors in Monrovia, Gbarnga and Cape Mount. Mr. Fahnbulleh also served as a member of the president’s council for Good News Jail and Prison Ministry of Montgomery County, Maryland. He’s currently working with the Betty Memorial Institute in Cape Mount, Liberia to raise financial and material support for the boarding school. Mr. Fahnbulleh resides in Laurel, Maryland with his wife, Frances and three daughters.

Sesay T. Johnson is a native Liberian. He attended grade school and college in Liberia. Sesay travelled to several countries in Africa and Europe on Fellowships Programs studying computer technology and programming. Due to his interest in computer technology, he enrolled at the Massasoit Community College where he received an Associate Degree in Computer Science and a Baccalaureate Degree from the Bridgewater State University in Management Information System. Sesay is also pursuing a graduate degree in Management, Technology Management Concentration at the Bridgewater State University and hopes to graduate soon.

Sesay is founder of The Rural Liberian Healthcare and Development, Inc., a non-profit organization that is providing Healthcare Services, Education, Training and Community Development in Liberia. Sesay is an active member in the community serving on the Board of the Brockton Rotary Club. Sesay worked for BAMSI as Director of Information Technology. He resides in Brockton, Massachusetts and is married with two children.
